Yes I think it would. Since people are attracted to big money payouts, you could have a system that says , let's say as soon as the jackpot is $100 million: We'll award TEN million dollar jackpots! That still leaves $90 million to divide up in smaller, say, $10,000 pots. We'd have to experiment since we're not used to advertising jackpots this way.
